Sikyong Penpa Tsering, President of the Central Tibetan Administration, delivers the opening speech at the Five-day Tibet–Himalaya Relations Conference.

Reiterates that Tibetans alone, through their religious institutions, hold authority over the Dalai Lama’s future reincarnation
