Dharamshala: Earlier this morning at the Kashag Secretariat, Sikyong Penpa Tsering signed the reserved margin of a colour-printed Tibetan National Flag and Emblem as a dedicatory attestation, following the adoption of the Rules and Regulations for the Use of the Tibetan National Flag, Emblem, and Anthem by the 17th Tibetan Parliament-in-Exile during its recently concluded 11th session.
