图伯特人民议会代表团在新德里展开游说活动呼吁印度关注中共新法

由第十八届图伯特人民议会副议长堪布索朗丹培率领,议会常务委员会委员图登坚赞、图登巴桑、曲扎嘉措、贡布顿珠及坚赞曲吉组成的代表团,于 7 月 27 日在印度首都新德里正式展开游说活动。 值此印度国会季风会议召开期间,图伯特(西藏)人民议会代表团分为两个小组,向印度国会议员介绍中共于今年 7 月 1 日正式实施的《民族团结进步促进法》,指出该法为加速同化藏人、维吾尔人、南蒙古人及其他非汉民族提供了法律依据,并以牺牲各民族独特的语言、宗教、文化及历史认同为代价,推动其被纳入由国家定义的单一身份体系。 游说活动首日,第一组由副议长堪布索朗丹培、议员曲扎嘉措及坚赞曲吉组成,先后拜会印度人民党下议院议员、前农村发展与钢铁事务国务部长法甘·辛格·库拉斯特(Faggan Singh Kulaste )、全印草根国大党下议院议员索高塔·罗伊(Prof. Saugata Roy )、社会党下议院议员维伦德拉·辛格(Virendra Singh),以及印度人民党下议院议员巴拉巴德拉·马吉(Balabhadra Majhi)。 第二组由议员图登坚赞、图登巴桑及贡布顿珠组成,分别拜会印度联邦渔业、畜牧业及乳业国务部长兼印度人民党下议院议员S.P.辛格·巴格尔(Prof. S. P. Singh Baghel)、国家人民党下议院议员拉杰库马尔·桑格万博士(Dr. Rajkumar Sangwan ),以及印度人民党联邦院议员苏吉特·库马尔(Sujeet Kumar)。 当晚,印度联邦社会正义与赋权事务国务部长兼共和党联邦院议员拉姆达斯·班杜·阿塔瓦莱(Ramdas Bandu Athawale)在官邸设宴欢迎图伯特人民议会代表团。 在与多位联邦部长及国会议员会晤期间,代表团表示,《民族团结进步促进法》是近年来图伯特人民所面临最严重的威胁之一。该法将中共长期推行的同化政策正式纳入国家立法,进一步强化对图伯特语言的限制、加强国家对宗教机构的控制、重塑教育课程体系,并系统性削弱图伯特独特的文化、宗教及民族认同。 副议长指出:“过去以行政政策实施的措施,如今已通过国家立法进一步制度化。”他表示,这标志着北京当局推动民族同化政策进入新的阶段。 代表团还向与会人士介绍了图伯特爱国人士洛嘎让赞于7月2日在纽约联合国总部外自焚抗议事件,强调当前图伯特局势的紧迫性。洛嘎让赞在自焚前呼吁恢复图伯特完全独立,并表示,唯有藏人在自己的家园获得自由,才能真正保障其基本人权、宗教自由及民族认同。 代表团进一步指出,《民族团结进步促进法》的影响并不限于中国境内。该法进一步强化中共通过恐吓、监控及政治施压等方式,对藏人社区施加影响,迫使海外藏人接受中共官方叙事。居住在印度及其他民主国家的藏人,未来恐将面临更加严重的跨国镇压风险,这不仅威胁海外藏人社区,也对民主国家的主权及其所维护的自由价值构成挑战。 基于上述关切,图伯特人民议会代表团向印度国会议员提出五点呼吁: 一、在印度国会及相关委员会中,提高对中国《民族团结进步促进法》影响的关注; 二、支持藏人及其他受影响群体维护其语言、文化及宗教权利; 三、反对一切威胁民主自由及旅居印度藏人社区安全的跨国镇压行为;...
