第十八届图伯特人民议会第二次会议于 9 月 16 日上午在印度北部达兰萨拉的议会会议厅中正式开幕，本次会议将审议藏人行政中央各部门年度工作报告及讨论相关议案。 会议伊始，图伯特（西藏）人民议会议长卓玛次仁宣布会议开幕，随后司政边巴次仁、副议长堪布索朗丹培、各部门部长及全体议员齐聚议会大厅，共同唱诵图伯特国歌。 在确认出席人数达到法定人数后，议长在开幕致辞中向新任噶伦们表示祝贺。随后，议长介绍了包括追悼事项、法律修订、决议案、法案及动议等当天的主要议程。 议长向议会通报了图伯特人民议会坚决反对中国政府实施的所谓《民族团结进步促进法》的立场。她指出，该法已于今年 7 月 1 日正式生效，对图伯特的语言、宗教、文化、民族身份及基本人权构成威胁，并就该法的背景及可能产生的影响作了详细说明。 她同时指出，图伯特人民议会此前已向世界各国政府、议会、联合国、欧盟及其他国际机构发出 837 封正式公开信，并向与会议员们通报了相关方面的回复情况。 会议还通报了 7 月底由副议长率领代表团，在印度议会季风会期期间与印度联邦内阁部长、国会议员及其他政界人士开展交流拜会的情况。并强调在拜会期间，积极倡导图伯特事业，并向有关人士提交了有关自焚藏人洛桑帕登（洛嘎让赞）牺牲及中国实施《民族团结进步促进法》的正式呼吁文件。 此外，议长还介绍了第十八届图伯特人民议会首次开展的地方访问活动，并向议会通报了民众在访问期间提出的意见、诉求、建议及反馈。 随后，根据议会《议事程序与议事规则》，会议选举产生主席团成员，并成立特别委员会。 按照会议议程，议会随后对图伯特爱国人士洛桑帕登在纽约联合国总部前自焚，以及前噶伦曲培班觉次仁、美国佛教教授罗伯特·A·F·瑟曼（Robert A. F.
